Abstract

This paper presents and discusses the PAIC - Literacy at the Right Age Program ("Programa Alfabetização na Idade Certa"), delineating possibilities of intervention to eliminate illiteracy in the state of Ceará. The conceptual foundations that inspired the creation of the evaluation model used in this program are introduced, as well as the methodology and the results of the evaluation conducted in the first semester of 2006. This evaluation took place in 55 municipal districts in Ceará, addressing 2nd year Elementary School children with an unsatisfactory performance regarding the reading and writing of short texts. The results of that evaluation offered evidence - to directors, supervisors, teachers, and also to those responsible for educational policies - that urgent interventions in the process of literacy of children in Ceará are necessary.
