The topics of accessibility and inclusion are on the agenda of discussions and Brazilian public policies nowadays. Understand that ensuring accessibility conditions for people with disabilities and reduced mobility means enabling them to enjoy their rights with dignity and equal opportunity with others, offering them conditions of inclusion in all the spaces and conditions of use the equipment and objects available to the general public. Imbued with this understanding, in this work we aim to make a discussion around the concept of accessibility, understanding it as a sine qua non condition for social, educational and cultural inclusion. The methodology used was the revision of the literature and documents about this theme, seeking re-reading, analysis and systematization in order to produce other possible contributions with the debate about the theme. The results pointed out that an inclusive culture should guarantee all citizens access to environments designed from the Universal Design concept, as well as access to Assistive Technology, to those who need it, so that they can enjoy the spaces, goods and cultural products of society. It is concluded from this perspective that the State must ensure that all persons have access to their social rights, on a basis of equality with other citizens.
