The article proposes the discussion of the opportune and controvert subject of the teachers education in high and secondary educational levels, based on the articles 62 and 87, on its 4° paragraph of the LDB. To do that, it starts presenting the formulating process of the Law and its approval process to, after, presents the understanding steps of the Law, applying to the two articles of the LDB. It analyses the possible understandings and its direct consequences in the teachers' education and qualification politics at the Teaching courses, the Universities and the Higher Education Institutes.
