Abstract

The present paper aims to explore primary school teachers’ perspectives on planning and budgeting. The research was conducted in Mozambique, and semi-structured interviews were administered to 21 participants. The results obtained by grounded theory method point to dysfunctions in career planning and budgeting, causing the stagnation and freezing of the teaching career. Thus, we found some weaknesses in the development of the teaching career because of the mismatch between the operational human resource plans and the budget of the public education sector in Mozambique.
