Abstract

SANFELICE, José Luís. Da conferência nacional de educação: 2010 ao plano nacional de educação (2011- 2020). Educ. Puc. [online]. 2011, vol.16, n.01, pp.07-17. ISSN 1519-3993.

This article is dedicated to the theme of the drafting the new National Education Plan, to remain in effect from 2011 to 2020. The design of the new National Education Plan, as submitted by the Executive Branch to the Legislative Branch in December 2010, is predicated on the main primary sources used. Two other documents are compared: the Final Document - 2010 National Conference on Education and the 2009 Brazilian National Household Sample Survey conducted by the Instituto Brasileiro de Geografia e Estatística, and analyzed by the Institute of Applied Economic Research in Communiqué no. 66. The design of the National Education Plan is briefly presented in terms of guidelines, goals and strategies. Specific points are made by addressing certain key issues: pre-school education, primary education, secondary education, higher education, illiteracy, educational funding, training and the recognition of the teaching staff. There are both quantitative and qualitative issues. The final considerations revolve around the uncertainty, in relation to the intervention that Congress will make to the project as submitted; will they fast forward, rewind or will it remain as it is now.

Keywords : National Conference on Education; National Education Plan; Educational Policy; National Education System.
