This documentary and historical study analyzed the Program for the Improvement of Primary Teaching at the national level and was based on four reports of national meetings of heads of primary education supervision services from 1967 to 1970. The article discusses the terminologies referring to “rural teacher” and “teacher without a title” and the two fronts of the program, the supervision service and the improvement courses. The program was in line with international agreements and turned the teacher without a title into a problem, whose alternative lay in the direct and indirect supervision of lay teaching work and training through courses offered in stages for their qualification.
