The Brazilian institutions of higher education have been developing strategic plans to guarantee their internationalization in the face of a globalized contemporary context. The present article seeks to reflect on this process, by observing the challenges and opportunities that it represents and by considering the study of two institutions more closely—one public and another private, according to a qualitative documental analysis based on the School of Anais. As a result, it was observed that both institutions struggle with the lack of a coherent and permanent articulation of the government in the process of internationalization of Brazilian higher education, with the many political ideological interferences of the last administrations in the country's educational foreign policy and with their own structural and bureaucratic challenges in making their strategic plans effective.
