This article analyzes how Law number 13.415/2017 goes deep into the relation between education and the market, thus stressing the Theory of Human Capital in High School education. Developed using the guidelines provided by the historical-dialectical materialist method, based on the bibliographic review and the analysis of documents and the legislation, this article tried to answer the following question: what kind of education does the reform offer to young Brazilian students? We understand this to be a relevant discussion due to the fact that the reform, wrapped in neoliberal premises, compromises education and the history of the struggle for a public education of quality. The result is the alignment of education with Economy and Entrepreneurship through the orientation that secondary education will have by contemplating training itineraries that take as a reference the training based on the development of skills and competencies. We concluded that, the way secondary education is being designed, it will not provide students with the opportunity for citizen emancipation; on the contrary, it will promote the submission of education to market needs.
