This paper intends to give visibility to a study on one of the oldest experiences of implementing Affirmative Action in Higher Education, in the Universidade do Estado da Bahia (UNEB), considering a critical analysis of implementation historical context, 20 years ago, of racial quotas for afro-descendants and its institutional developments, in dialogue with studies of affirmative policy in Higher Education. With a qualitative approach, the study was based on documents, studies and research that deal with the affirmative action measures adopted over two decades at the investigated institution, and an interview with Ivete Sacramento, then dean of UNEB when quotas for people of African descent were instituted. The study made evident that the path taken by the university follows the principles of equal rights and opportunities, breaking inequalities of access, treatment and success of subjects belonging to historically marginalized social groups in Higher Education, mostly of non-whites.

Keywords : Affirmative action policy; Racial quotas; Developments.
