This article analyzes the process of institutionalizing the quota policy for blacks in the competitive examinations promoted by the Federal University of Pernambuco through a descriptive analysis of the vacancies offered between 2014 and 2022 and a content analysis of documents and interviews conducted with key players in the process, highlighting the impact that different methodologies used in the implementation of the quota law have on its results and on the process of institutionalizing this public policy.
