From an extremely inadequate situation during Brazilian Empire (mid-nineteenth Century), public elementary education has neatly improved in the State of São Paulo during the First Republic (1889-1930). The article analyzes the numerous legal documents along both periods determining measures to train teachers for the growing educational system.The diverging tendencies of successive laws and decress show the absence of a positive educational policy; it is also shown that the normal school served less to train capable teachers, rather corresponding to the needs of further (post-primary) studies by increasing sectors of the population mostly girls.
