The longitudinal study analyzes the impact of two different didatic programs on the cognitive structures of underprivileged first graders attending public schools in a Brasília's satellite town, between 1985 and 1987. Twenty children were selected from schools adopting two literacy programs: 10 were exposed to a traditional program, based on didatic books, and 10 to an experimental program adopting no book. Their cognitive competence (according to Piaget) and their school performance were controlled from school entrance to the end of the third grade. It was found that the traditional program is more efficient both in promoting the children's psychogenetic development and in improving their school performance. This is not due to any intrinsic superiority of the traditional program, but to the fact that it is more teacher-independent than the experimental one, and therefore more appropriate to a context characterized by high "teacher rotation" and absenteism.
