Data collected by PNADs (Brazilian national household sample surveys) of 1982, 1985 and 1987 on day care, preschool and beginning years of elementary school were selected and analyzed to show that educational opportunities for black children are of the worst quality among the ones offered by the school system. The striking presence of children between 7 and 9 years old attending preschool - particularly of black children in the Northeast of the country - is underlined. The article warns against the built-in potential of race segregation in low-cost preschool programs designed for poor populations.
