The consolidation of rural schools in the state of São Paulo, with the elimination of one-teacher schools and the improvement of overall educational conditions, was installed in 1989, being accepted by the majority of countries in the state. The paper describes the process of discussion and implementation of the program, considering its technical characteristics and the social, economic and political context of the state of São Paulo. International experience is also compared to the local experience. Benefits of the program are evaluated, under the approach of schooling supply for the rural population, as well as the problems that have been found and the possible solutions. The main conclusion is that the program has a large potential for the improvement of access conditions to schools in rural areas but has also some shortcomings that must be considered.
