This article aims to analyze the process for educational policies implementation in Brazil, with special attention to the scope of school management. From the analysis of policies, particularly from the sociological neo-institutionalism, we observe how institutions and their subjects reappropriate and reframe the educational policies, with relative degrees of autonomy, according to Scott (2008) and Lima (2003). As methodology, we deploy bibliographical review, documentary analysis and semi-structured interviews with school managers of municipality of Mesquita/Rio de Janeiro. We analyzed both the guidelines for action (formal structures) and their effective implementation in schools (informal structures) (LIMA, 2003). As a result, we perceived a multiple institutional environment, immersed in distinct strategies of legitimacy of policy, according to Coburn, Choi and Mata (2013), be it moral, cognitive or pragmatic, indicating the need to deepen investigations of schools as locus of production and not only of application of the policy.
