In the area of Education we have accumulated reflections on the procedures and criteria that have been used by CAPES to evoluate Post-Graduate Studies Programs. This text attempts to recover analyses and proposals which have been debated in Brazil since the 1980s and which may serve as a contribution to the debate that is now being at the National Forum of Post-Graduate Studies Coordinators. Data retrieved from documentes that resulted from ANPEd initiatives and from the Seminar involving public universities in the State of São Paulo are systematized. A succinct mapping of the content of these documents is also presented. The elaborate review raised questions that attempt to articulate the evaluation analyses with the trends of present educational polices in Brazil, highlighting the challenge to construct quality indicators that can be set against current ones.
