ABSTRACT A review of the literature in the field of public policies, especially regarding education policies, points to the need for a more in-depth debate on the theoretical and methodological aspects concerning research production. Therefore, this paper discusses, first of all, what scholars identified as issues on the origins and problems on the construction of the disciplinary field of public policies. It then points out converging elements in the review of the literature carried out by education researchers, who have been identifying weak points and study opportunities in that field for some time. Lastly it discusses the fact that some of the researches have not yet been able to overcome the dilemma of the absence of communication among the different dimensions that constitute the analysis of education policies.
