This article proposes guidelines and goals for the 2025-2035 Plano Nacional de Educação [National Education Plan], aiming at including the teaching of English in elementary schools. The growing provision of English in the early years in public education, specifically through the municipal education departments, motivated the development of a research project that mapped the provision of the language in four Brazilian states. Data from this project are used to support the proposals which have the promotion of language assessment literacy and learning-oriented assessment as their main axes. We understand that these axes have the potential to have a great impact on the teaching and learning of the English language and are in line with the proposal for the formative assessment advocated by the Base Nacional Comum Curricular [Brazilian National Common Core Curriculum].
