Education has been expanding its formation spectrum in the last 30 years. From the formation of school specialists for the educational system, it turned to the formation of generalist educators, licensed to teach in the first years of elementary school and in education programs for young adults. The change in the qualification requirements for teachers, from high school to higher education, and the national curriculum guidelines for education, with an emphasis on teaching, did not follow the need for deepening the teachers’ formation. This article proposes an analysis of the DCNP, of the teachers’ formation guidelines, and of the general education of the pedagogue graduated in education, in relation to the required professional abilities of the elementary school teacher, defined by the DCNEI. The methodology is based on content analysis of the legal documents that validate teacher education and elementary school education. It was observed that these guidelines, with their multiple functionalities, have not met the expectations pointed by the DCNEI to the qualified exercise of teaching in kindergarten and preschool.
