The main purpose of this paper is to present the various efforts made in order to implement Institutional Evaluation at the Regional University of Cariri (URCA), with emphasis on the obstacles and difficulties encountered in the process. The paper presents a retrospective of the numerous programs and official proposals for the implementation of institutional Evaluation in Higher Education Institutions (IES) and discusses a few theoretical-epistemological principles desirable to this important educational activity. Finally, the text presents a few aspects which explain the failure in instituting Evaluation at URCA as a routine, institutionalized, democratic and participative procedure, indispensable to the collective reflection and planning of Higher Education Institutions.
