The present study approaches the university management planning as construction of identity and regulation for the Higher Education Institution. The planning instrument in question is the Institutional Development Plan, because it is a management resource that establishes pedagogical guidelines, organizational structure, strategies to be used to achieve goals, objectives and actions that the institution intends to develop, explaining its identity. We used the qualitative research method, by bibliographic research, with theoretical support for Situational Strategic Planning in light of the Carlos Matus approach. The documentary analysis of sources such as Institutional Development Plan of the State University of Londrina, as well as the application of semi-structured interviews were used to bring elements of a university for reflection. The objective of this study was to recognize the challenges faced by the university for the development of the Institutional Development Plan, especially the State University of Londrina, considering the recent process of elaboration by the institution and its regulation by the National System of Evaluation of HigheEducation In the complex role of the university, the process of drafting the Institutional Development Plan has presented internal challenges regarding the mobilization and participation of the academic community.
