This article presents the research results on the politics of democratization and decentralization of education, analyzed on the spotlight of the Discourse Theory. Taking democratic administration of education as the policy makers’ object of discourse, the study analyzes, through interviews and observations in Pernambuco, how it is constituted, its elements and meanings. One have found out that the democracy conception adopted in the educational policy formulation process is ruled by the broadening of social rights, the attempt to build a democratic public space and a democratic, plural, with social quality public school, indicating compatible forms of power with democratic values, from the starting point of a regulation democratically shared.
