This article is part of the analysis developed in a master's thesis on the social educators practices in social assistance public policy. Based on Foucault's operator concept practices, in the intervention-research it was proposed the creation of collective analysis spaces for the problematization of social educators practices, employing Institutional analysis's methodological references. Articulating with Michel Foucault, we selected a series of statements that make practical fields in which education and protection/social assistance are articulated. We began the article seeking to answer historical questions of the emergence of social educational practices; then we developed an analysis, relating statements mapped in the documents of social educational services and analyzers chosen by social educators. As research results it was evidenced security strategies features, in its character of regulation of the population and of the bodies, that seems to operate a moral education strategy through the counseling, as well as produce a protective surveillance.
