This article addresses an investigation to analyze two extended Programs of municipal education, based on the epistemology of the policy cycle. In the first Program, the attendance in cultural workshops indicated curricular fragmentation. The second Program extinguished the workshops, reorganizing the curriculum for the extended day, in line with BNCC, with a liberal and credential nature. With Freire´s theory, it is concluded that such polices under the influence of dominant groups, imply in the debate on the concept of integral education, which requires the construction of didactic-pedagogical foundations for a critical and emancipatory education that includes all students.
