Objetive: To design an instrument for the measurement of the counselor's competency. Methodology: A Q-sort with 70 itens describing the counselor's performance was built according to the principles of Q-methodology. One hundred and seven subjects were submitted to the Q-sort. The subjects represented three different groups: a) 37 counselors working in common schools of São Paulo, Paraná, Santa Catarina and Rio Grande do Sul; b) 45 students of counseling from the same states; c) 25 counselors working in first grade private "experimental" schools of São Paulo city. The individual Q-sorts of each group were factor-analysed. Results: a) 7 Q-factorial arrays were obtained; b) By intra-group and inter-group comparison it was possible to identify two basic functions in the counselor's role: that of MONITOR and that of ADVISER corresponding to two styles of intervention in student life: DIRECT and INDIRECT; c) The groups of subjects; c.1) valued more the monitor function, especially in terms of vocational guidance; c.2) rejected tasks reflecting stereotypes about the counselor's profession: d) A Counselor Self Evaluation Professional Inventory (CSEPI) was organized based on the tasks more valued by the three groups. With 33 itens it can be used for diagnostic or formative counselor evaluation and produces two scores: one in the Adviser function and another in the Monitor function. The research supports the logical validity of the Inventory but there is a need for further studies to test its reliability and empirical validity.
