This paper examines the principal aspects of Habermas's Theory of Social Evolution and Theory of Communicative Action, with the objective of interpreting the contributions they make towards defining the principles and bases of a form of concrete political action capable of contributing towards the democratization of society and education. These principles serve as a basis for a proposal to establish the defining principles of a new education policy for Brazil, more democratic and commited to the democratization of Brazilian education, from the point of view of pedagogy as nor as the structure and management of education.
