This study presents an overview of the process of creation and implementation of municipal education systems in Brazil and particularly in Pará State, and identifies important challenges to the consolidation of the administration of educational policies from the perspective of the decentralization made possible by the Federal Constitution of 1988, which defined the municipalities as autonomous federal entities. To do so, documentary research was conducted that made it possible to infer that the creation of the municipal education systems took place in an incipient manner, because many municipalities did not have the technical knowledge and political will from municipal administrators to assume this option, as a possibility for contributing to the democratization of educational management on a local level. At least on a theoretical level, the logic that involves the creation of educational systems emphasizes the establishment of democratic bases on which decentralization and autonomy are elements used to attain that which is possible and necessary for the advancement of local education in its mission to offer quality education for all.
