This article analyzes the most commonly used approach in academic studies regarding educational policies in Brazil and examines the tension between universal vs. compensatory policies, equality vs. equity. It also discusses the approach of public policies based on an analysis of their trajectory, such as the cycle of policies, used by Brazilian scientists. It also refers to Stephen Ball’s proposal to study the cycle of educational policies, which showed that it was necessary both to contemplate equality policies, claimed by Marxists, and diversity policies, claimed by post-structuralists.
