This article the result of research placed at Rio de Janeiro on 1995, with an intention of discussing the relationships between education and poverty. The study was about how teachers and school usuaries valuate and make distinctions between partime and fulltime schools considering the following aspects: pedagogical work professional hability for teaching, educational quality, valuation, dropped out and failed, education and popular culture. The last aspect - the relationship between "cultural arbitrary" (domination) and "popular culture" (freedom) is specially established trough the contribution of people who think about education and social science.
