Assuming that the rules to which the actors of the education system are submitted are more important than their public or private condition, the author studies and discusses private and public solutions in the organization and offering of education in Brazil. For him, among other conclusions, it is fundamental to adopt the best rules, worring not with bygone ideological principles. Accordingly, he argues in favor of adequate incentives, participation of the civil society, a new role for business, evaluation, new models of school administration, scholarships for private institutions and special funds.
