This article wants to position the evaluation in the perspective of the one that is developed in Germany, according to Professor Dr. Hans-Günter Rolff, with emphasis in the CIPP Model, from Stufflebeam, that prioritize the institutional evaluation process and not only the results that come from this process, so it's necessary an evaluation of the evaluation itself (meta-evaluation) with the main objective of improving the quality of the education. Besides, they've done an analysis of the education al institutions, reinforced with the notional concern of guaranteeing the quality of education to all the citizens.
