This text is a part of a research developed during my Doctoral studies, and it discusses the presuppositions which underlie the structure of the Brazilian National High School Examination (ENEM), especially as it relates to its assessment of skills and competence. An historical approach to the implemented evaluation systems in Brazil became important to be able to discuss the genesis of ENEM in the configuration of a State that regards competitiveness as the major parameter for the improvement of educational quality. We present a brief discussion of the condition of this Examination that, although claiming to be a self-evaluation of competence, has its results verified by the State. This perspective has led us to reflect upon the possible repercussions of ENEM in the context of Brazilian schools.
