This paper describes the institutional evaluation methodology Data Envelopment Analysis (OEA), which is capable of respecting the peculiarities of the educational proposal of each institution, guiding corrections, allowing comparisons with formative bias and showing the paths to necessary adequacies in each institution. It compares the results achieved by a hundred and eighty one Administration Programs in the last National Program Exam (ENC), with those that should be obtained by using the OBA, The first model (ENC) has objective measures and in-loco analysis of the conditions of the programs. The second model (OEA) uses mathematical programming to verify the allocative efficiency of the inputs, with the purpose of pointing out necessary corrections to the institution administrators, so they may mobilize their resources in the best possible manner, thus the formative bias of the model. Considerable convergences were found in the results of both models, as well as discrepancies. However, only the repetition of the simulations, including a greater number of inputs (variables) can guarantee the effectiveness of DBA in evaluation of Higher Education Institutions.
