Abstract Claiming the relation between educational assessment and a concept of quality, the text explores what notion of quality of elementary schools is being spread through large-scale assessments, based on researches that analyze characteristics of assessment designs usually implemented in Brazil. Then, it presents reconceptualizations and extensions to the notion of public policy evaluation, referring to an approach, which integrates complementary and concomitant information and decision flows, potentially, able to induce changes for improving public education.
