This article focuses on the institutional discourse about the university and analyzes texts of laws instituted in a decade, during which the proposal for a university expansion in Brazil was developed. This scenario is contrasted to the same period, in France. The study presents a notion of institutional discourse that, from the official texts, makes it possible to (re) think the institutions and their discourses in operation. Based on the theoretical-methodological-analytical assumptions of discursive studies, this parallel aims to dialogue with the discussions on policies and practices that permeate higher education and academic research nowadays.
