The article discusses an experience with Youth and Adult Education (Educação de Jovens e Adultos, EJA) in which Paulo Freire was the main theoretical framework. For ten consecutive years popular education was integrated as public policy in the municipal government of the Workers’ Party (Partido dos Trabalhadores, PT) in Gravataí, Rio Grande do Sul. After introducing the context in which we find the empirical field of this study, and presenting the methodology, there are analyzed the main themes that emerged from the research: Freire today, participation, public policy and juvenilisation of EJA. Among the results, we find as positive aspects the practice of emancipatory evaluation, and a weekly space in the schedule for continuing education of teachers. The main limitation of the process regards the absence of participation of the community in the development of the proposal.
