The text examines the primary school reform agenda in Paraná throughout the 1910s, around the work of Francisco Azevedo de Macedo. It uses the keyword chasing methodological resource to analyze reports, educational legislation, and other normative documents. It aims to recognize the meanings of reform that prevailed and how these relate to measures and rhetoric mobilized with the intention of reforming education, as well as understanding its consequences for primary schooling. It concludes that the General Reform Plan implemented by Macedo helped to consolidate a sense of reform in tune with expectations of modernization of education, and its performance contributed to the affirmation of pedagogical directions and sociocultural priorities that became preponderant in the incipient apparatus of primary schooling in the state.
