This article analyzes the representativeness, the factors involved in the decision- making process of the higher councils of the Federal Institutes of Education, Science and Technology (FIs), and the potential of these collegiate bodies for institutional democratization. With the theoretical contribution of studies on Rational Models of decision-making, the text presents a qualitative investigation divided between documentary research and field research. There was a high level of representativeness on the boards, although improvements are still needed in making information available to its members, in communication between them and the institutional community, and in the deliberation techniques.
