Based on the evaluation and monitoring of the Plano Municipal de Educação [Municipal Education Plan] of two border municipalities in the state of Mato Grosso do Sul, Mundo Novo and Ponta Porã, this study aims to analyze whether and how Goal 19 and its strategies are being met. We worked with the Plano Nacional de Educação [National Education Plan], the Plano Municipal de Educação and the Monitoring Report for these municipalities. The results show that democratic management has not been implemented in public schools, as the strategies of Goal 19 have not yet been met, but are still in progress, even though the plans are about to expire. In addition, Goal 19 poses challenges for educational planning, given that the implementation of democratic management has not been so far at the center of government actions.
