Resumen

The present article, resulting from documentary research, analyzes the consequences of (non) fulfillment of the goals established in the Plano Nacional de Educação (PNE) [National Education Plan] 2014-2024 for the effectiveness of the right to education, in the context of basic education. The research corpus, consisting of four PNE monitoring reports, was analyzed using the content analysis technique. Of the five goals selected, there are indications that none will be achieved, despite significant advances in two of them. The country’s historical debt to education persists. In view of this, the effectiveness of the right to education for all requires educational investments, the continuation of public policies and programs and the implementation of social policies aimed at reducing inequalities, among others.
