This article presents an analysis of the goals and strategies of the Plano Nacional de Educação [National Education Plan] (PNE) (2014-2024) and the Plano Municipal de Educação [Municipal Education Plan] (PME) of Abaetetuba (2015-2015), in Pará, focusing on Rural Education. This is a descriptive study that analyzes documents to systematize the diagnosis of the educational plans. The results show that there is no specific goal for Rural Education in the plans which are distributed among 17 strategies in 13 goals of the PNE and 47 strategies in 10 goals of the PME of Abaetetuba. It can be concluded that, despite the advances in relation to the number of strategies that mention the educational service to rural populations, they are far from being achieved within the validity period of the respective plans.
