This paper aims to present a proposal for a meta-evaluation tool of emancipatory aspects in institutional self-evaluations, within the scope of the Sistema Nacional de Avaliação da Educação Superior [National Higher Education Evaluation System]. Fourteen parameters were developed, eleven of them are merit-based (dialogicity, participation, plurality, negotiation, globality, formativeness, comparability, legitimacy, identity and mission, commitment, publicity) and three are value-based (self-knowledge, critical-transformative potential and applicability or relevance). We believe that the analytical-methodological framework developed may be very useful for improving self-evaluation practices and shaping an emancipatory evaluation culture.
