Resumen

This paper presents research results and analyzes, after the approval of the National Education Plan, the movements of elaboration, monitoring, and assessment of State Education plan of Mato Grosso do Sul. It highlights aspects of education financing in the process of materialization of the State Plan, between the years of 2014 and 2020. The methodology is based on the bibliography analysis, which is based on literature on the subject; documental, through consultation of the eletronic pages of the State Department of Education and the State Education Forum, as well as semi-structered character interviews with representatives of policy society and civil society of the state of Mato Grosso do Sul (Legislative Assembly, State Forum of Education and State Department of Education). The results showed the role of Forum in the process elaborating the Plan, participation that decreased during the monitoring and evaluation process of the Plan, with the centralization in the Department. They also showed the lack of financing priority for basic education in materialization of the educational plan.
