This paper aims to contextualize/historicize how society has conceived visually impaired people over time, since Antiquity through the Middle Ages, Modern Times and Contemporaneity. This historical process has reverberated in Brazil as well as in the State of Mato Grosso do Sul. As a result of the historical analysis, we have noticed a historical process of discrimination, but also a historical process of fight for inclusion of visually impaired people which resulted in public policies, including public education policies that have allowed significant developments, such as inclusion of visually impaired people in regular schools and implantation of multifunctional resource rooms.
