When thinking about democratic management and teacher’s formation in Brazil, with emphasis on the path traced to citizenship, on the patrimonial state, on the public university, and on the role of those who train teachers in the face of participation mechanisms, this text aims to problematize the formation of teachers as a founding axis of the promotion of the values that foster the performance turned to a democratic management in the school and the understanding of its importance. In order to fulfill this objective, an exploratory study with a qualitative approach is carried out. We start from the assumption that, in Higher Education, the critical discussion about the role of the State and popular participation stimulate teacher education committed to an education (and management) proposal driven by an effectively democratic process. This adjective used by the Brazilian State has a complex and slow path of root firmament in not so fertile soil, which makes it necessary to discuss such idiosyncrasies, fearing strong winds in the opposite direction, which will shake the little of shadow that has formed so far.
