This article deals with the educational policy of the objective was the modernization of the educational system, to change its rationality and efficiency. The higher contribution of this policy of modernization, inspired in the pedagogy of Progressive School, and in the tayloristic model of administration, was the emphasis on the organizational aspects. This emphasis was justified by the need of giving the students a scientific environment to learn. The state expanded its presence in the school through mechanisms which led to a process for division of work within the school and to mechanisms of control over the teachers and students. The excessive emphasis on organization and control mechanisms by the government resulted in the neglect of the expansion of school places as well as the guarantee of adequate conditions for the teachers in order to allow them to develop their pedagogical practices. This policy, of recessive character, had negative effects over the educational system of Minas Gerais as a whole.
