This study addresses goal 19 of the National Education Plan (PNE) 2014-2024 and the democratic pedagogical practices present in Brazilian basic education schools, with the aim of relating them to the effective participation of the community in school management. The research, bibliographic and documentary, was directed to the necessary mediation to materialize the teaching actions, which have an indispensable role for democracy to prevail in educational spaces and in society. It appears that the democratic school process, when belonging to the collective, must, as a social instance, to be assumed as such.
