The author analyses the school system of the State of São Paulo, distinguishing the democratic propaganda from the democratic action by discussing the Sampaio Doria Reform, the expansion of secondary education during the Ulhoa Cintra administration and the pedagogical innovation of the Vocational Schools. He evidences that, in the first two cases, there was a radical argumentation of the educational opportunities while in the last case democracy was perceived as a pedagogical practice.
