Planning in general, and educational planning in particular, account for updating strategies of state intervention (the state as organizer of economic, social and political space), necessary for the expansion of the project of capitalist development in Brazil. Drawing on rationality, planning activity has represented, in monopolistic capitalism, a needed instrument to the management of centralization/reproduction of capital; it favors, at the level of educational policy, a compartmentalized vision of problems, forwarding them to technical solutions, in detriment of the aspects related to its determining factors. In such context, the training of educational planners assumed, during two decades, a pragmatic character, taking place within governmental agencies. Due to the reorganization process that is occurring within brazilian society, particularly the increased strengthening of civil society, it has been asked from planners a revision of their practice. As such, it is justified the inclusion, in course curricula, of elements that make possible the contextualization of education, shaking off the "scientific neutrality" of educational planning, directing its practice to a perspective of social transformation.
