The results of the large-scale evaluations of Basic Education are disseminated intensively in the media. However, there is lack of knowledge regarding topics such as the methodology of these evaluations, criteria for calculation and aggregation of these data, among others. National Institute of Educational Studies and Research Anísio Teixeira (Inep), which is responsible for this evaluation, issues a large amount of technical notes, administrative rulings, informative notes, expert opinions (reports) which format and establish standards for it. This article analyzes Inep regulations referring to large-scale evaluation processes of basic education. We highlight the documents that regulate these evaluations, concluding that many students are rendered invisible in the evaluation process, which allows questioning the indicators attained and divulged regarding the level of quality and development of Brazilian basic education.
